  • Een voorstel van Alexander Gogel, minister van Financiën, voor een zegelbelasting op luxe artikelen werd in 1805 aangenomen. Als bewijs van betaling werd een zegeltje geplakt op bijvoorbeeld hoeden, paraplu's, handschoenen en waaiers.
