France and Germany went to war in 1870. After a swift victory, Germany occupied a part of France. Rouen, where the maker of these photographs lived, lay in this area. Perhaps his fellow citizens used them to identify the foreign soldiers. In any case, they were small enough to fit into a coat pocket and could be consulted inconspicuously.
