The country as a desirable dairy cow was already used as a motif in the 16th century and still appears to be an effective theme in the 20th century. Belgium is totally exhausted due to the years of war on its territory. After having milked the country completely dry, emperor Wilhelm II brazenly offers the cow a cup of its own milk, for which it is licking its lips, ravenous.
